4. MINUTES OF PARISH COUNCIL MEETING HELD ON 20th JANUARY 2026

5. REGISTER OF ACTIONS
Alderton Road Water Elevator – Cllr McCarron to chase supplier, re lack of progress.
Alderton Road Bus Shelter - Cllr McCarron sourcing a builder to provide quotation.
Road Repairs - Clerk to write to U Cllr M Smith to request a higher priority be given to long term repairs to pot holes in the area.
Emergency Plan - Cllr Attiwell to circulate update.
Meeting with Dr Roz Savage MP – took place virtually on 5th March to raise issues with the planning system and in particular the Planning Inspectorate, attendees Cllr Parker, U Cllr J Atkey and three residents from Littleton Drew. Follow up letter sent to Dr Roz Savage MP.
Annual Meeting – Clerk to confirm with Bobby Van Trust the areas to be covered so that a resident communication can be drafted.

Applications considered:
PL/2026/01192 - LBC – Grittleton House - Replacement roof covering and structural remedial works to The Orangery – No Objection
PL/2026/01491 – Eastbound Leigh Delamere Services – Reconfiguration of Car Park – Objection - As the application includes a Battery Energy Storage System (BESS) the Parish Council request that Dorset and Wiltshire Fire & Rescue Services and the Environment Agency are consulted. The Parish Council also consider that National Highways should be consulted.
Planning Updates:
Leigh Delamere Solar Park - test piling undertaken in February.
Combe Barn Foscote – Wiltshire Council continues to work with the owner to ensure compliance with the Enforcement Notice.
Lime Down Solar Project – Planning Inspectorate hearing commences in April Cllr L Palmer will be
speaking on behalf of the Parish Council.
Appeals in Progress:
APP/Y3940/C/24/3346151 & APP/Y3940/C/24/3346148 - ENF/2022/00944 - Land north of M4 Littleton Drew – (PL/2023/00249) Appeal against Enforcement Notices – Planning Inspector visited the site on 11th March, decision awaited.

PL/2025/09629 - Tanglewood - Proposed ground & first floor extensions, roof extension, internal works and remodelling – Approved
PL/2025/006076 - Land east of Summer Lane Upper Castle Combe Farm - Erection of Agricultural Fertiliser storage tank – Approved
PL/2025/08305 – 4 Neeld Court – Tree works in conservation area – No objection

Cllr Parker to prepare list of issues raised in the residents’ survey which need to be disseminated to other organisations.
Cllrs Parker & McCarron to prepare update for Annual Meeting.

Duncan Joyce & Associates - £226.80 – Payroll Deductions Qtr 4 due to HMRC

Best Kept Village Competition, Cllr West to canvas village opinion to establish if there is interest in entering the competition.
