MINUTES OF MEETING OF GRITTLETON PARISH COUNCIL
TUESDAY 20th MAY 2025 – GRITTLETON VILLAGE HALL
Present: Cllr T Attiwell, Cllr J Brunt, Cllr B Mc Carron (Chair), Cllr L Palmer, Cllr S Parker,
Cllr S Skinner, Unitary Cllr Jon Atkey and Clerk.

1. COUNCILLORS ACCEPTANCE OF OFFICE
Following the uncontested election - Councillors J Brunt, B McCarron, L Palmer, S Parker,
S Skinner signed their Declaration of Acceptance of Office.
2. ELECTION OF CHAIRMAN & VICE CHAIRMAN
Cllr B McCarron was elected as Chairman for the forthcoming year - unanimous decision.
Following Item 3 below, Cllr A Day was elected Vice Chair for the forthcoming year – unanimous decision.
3. CO -OPTION OF COUNCILLORS
T Attiwell, A Day, J Grandison & B West having stated their willingness to serve as Parish Councillors were unanimously co-opted to serve. Councillor T Attiwell signed Declaration of Acceptance of Office.
4. ANNUAL MEETING
1. Cllr B McCarron presented his annual report, thanking Councillors for their service, thanking former U Cllr N Botterill for his service and introducing U Cllr J Atkey, clerk to circulate and post on website.
2. Exemption Certificate 2024/25 was approved.
3. Annual Governance Statement 2024/25 was approved.
4. Accounting Statement 2024/25 was approved.
5. Appointments of Internal Auditor – Anita Parsons for year 2025/26 was approved.
6. Standing Orders – Circulated & approved.
7. Financial Regulation - Circulated & Approved.
8. Grant Policy – Circulated & Approved.
9. Grittleton Parish Council Risk Assessment 2025 was approved – Clerk to update & recirculate.
10. Meeting Dates – 2025/26 – 15th July, 16th September, 18th November, 20th January, 17th March & 19th May.
5. PUBLIC GALLERY
Resident raised the issue of future maintenance of the water elevator, Cllrs Brunt & McCarron to inspect and determine what is required.

Applications & Appeals to be minuted:
PL/2025/02198 – Stable Lodge Grittleton – Tree work in conservation area – No Objection.
PL/2025/02965 – 4 Fosecote Grittleton - Replacement of attached single-storey rear outbuildings, with extension to existing single-storey rear extension. – No Objection subject to: - In principle, Grittleton Parish Council supports the proposals for the extension, subject to conditions on matching materials and fenestration and for the beech hedge bordering the proposed car parking area to be retained.
PL/2025/03682– Stable Lodge Grittleton - Tree work in conservation area (Second application) – No Objection.

PL/2025/04045 – 2 Alderton Road – Replace garage with ancillary accommodation – currently awaiting availability of previous planning application, subject to no issues being revealed it was agreed to support the application subject to a condition - the annex must only be used as ancillary accommodation and not used as an unlawful separate dwelling.

PL/2025/04269 – Fosecote Stable Cottage – Tree work in conservation area – No Objection, (Post meeting note - Clerk confirmed that application form stated no trees were subject to a TPO)

Planning Updates:
Leigh Delamere Solar Farm – briefing pack to be prepared by Cllr McCarron for U Cllr J Atkey.
Lime Down Solar Farm – following advice from Stop Lime Down it was agreed not to request a meeting with the developer regarding feedback following the recent consultation. Councillors unanimously passed a resolution opposing the Lime Down Solar Park proposal. Councillors noted that Dr Roz Savage MP had not attended during a debate in the House of Commons on 15th May 2025 regarding Solar Farms.
Notification of Planning Applications – Cllr S Parker, reported delays in neighbours receiving notification of planning application from Wiltshire Council. Clerk will circulate email received on the matter, Councillors asked U Cllr J Atkey to seek improvements to the process.

Electronic banking, councillors agreed to move to electronic banking, Clerk to circulate the necessary form to the cheques signatories to approve the change.
Emergency Plan – Cllr T Attiwell to circulate latest version.
11. HIGHWAYS, FOOTPATHS & RIGHTS OF WAY
Bus Shelter – No Update. (Post Meeting note, response received from leaseholder circulated by Clerk).
Alderton Road - The need for resurfacing the road was queried and why the road markings were painted prior to resurfacing. U Cllr J Atkey to raise the issue with Highways.
The Street pavements & white lining Church bend, Clerk to ask for an update from Highways.
