4. MINUTES OF PARISH COUNCIL MEETING HELD ON 16th SEPTEMBER 2025
Approved, signed Cllr A Day.
5. REGISTER OF ACTIONS
Water Elevator restoration – work pending Cllr J Brunt to monitor progress.
Bus Shelter – Cllr B McCarron to meet builder to obtain quote for removal of roof and to meet with property owners adjoining the bus shelter.
Muck Spreading – Cllr S Skinner has set up communication channel with local farmers to give advance notice of spreading.
Grittleton Pavements - to be considered as part of response to residents survey.
Emergency Plan & Residents Survey - public meeting set up for 2nd December.
Annual Parish Meeting – Speakers suggested Bobby Van Trust or Cotswold National Landscape Cllr A Day to contact.

Planning Updates:
Leigh Delamere Solar Park – Works in Sevington Lane, passing places widened, works subject to sign off by Wiltshire Council, solar park construction works not expected to commence until late 2026.
Limedown Solar Park – application has been submitted to Planning Inspectorate for determination. Clerk to register the Parish Council at the Pre Examination stage. All residents are to be encouraged to register.
Combe Barn Foscote – Enforcement Notices served and upheld by Planning Inspector who dismissed appeal (11th July 2025), site to be cleared 6 months (11th January 2026) & restored by 9 months (11th April 2026)
Appeals in Progress:
APP/Y3940/C/24/3346151 & APP/Y3940/C/24/3346148 - ENF/2022/00944 - Land north of M4 Littleton Drew – (PL/2023/00249) Appeal against Enforcement Notices.
Noted that Enforcement Appeals are currently taking on average 72 weeks to be determined by the Planning Inspector.
U Cllr J Atkey to arrange meeting with Roz Savage MP for Cllr J Grandison & residents to discuss issues with the planning system.
Planning Applications & Appeals recently determined:
PL/2025/06225 – Grittleton House – Demolition of non-listed building in conservation area.
PL/2025/07140 – Grittleton House – Tree works in conservation area.
7. CLERK & FINANACE
Payments approved:

Wiltshire Council - £280.00 Uncontested Election Cost May 2025
Bank reconciliation signed.
IT Policy approved & adopted.
Wiltshire Police ANPR Camera, to be discussed at the Residents meeting on 2nd Dec, Councillors wish to see a costed business case from the Police. Clerk to contact Viv Vines (Clerk to KSM PC) who is coordinating the project.
8. HIGHWAYS, PAVEMENTS, RIGHTS OF WAY & OTHER ISSUES
Two residents from The Gibb have contacted the Clerk regarding the speed of traffic on B4039.
Clerk to request a metro count to be undertaken by Wiltshire Council and has also requested the Police to undertake speed checks.
Roadworks noted – B4039 Kents Bottom road closed 22nd – 25th November, The Street Grittleton closed January 8th & 9th (Church bend west towards Farmyard), Fosseway towards Sherston January 10th -19th (Network Rail). Road between Ryleys Farm & Foscote Wiltshire Council to repair as well as manhole covers between Foscote & Grittleton crossroads.
9. PARISH COUNCIL PLAN
Councillors thanked Cllr S Parker & Richard Saull for their work on the residents survey.
Sub Committee formed to formulate plan based on survey feedback Cllr B McCarron, Cllr A Day, Cllr L Palmer & Cllr S Parker to meet before the next parish council meeting to formulate plan.
Clerk to distribute the historic level of precept.
